I was able to do the starve command

You can do any command. However, when you send those commands the server receives a NULL as your SteamID so it cannot check against server.xml to see if you're even an admin/moderator/someone with flags. Because of the lack of data, and thus ability to perform the check, it resolves commands locally clientside. Some commands cannot produce server results because when they are seen as a client, they will not request server data- or not from the correct source (packet data sends/rcv to self instead of server IP).

You can see how each command is checked in the assembly. The console command data you see there is how the command will be interpreted by the server (not by you) when you run it, so do not think you can just change what's inside, you can only use it for reference.
