Would turning back on the steam cloud after using the sgm have a chance of a ban?

I think yes.

I cheated some suvivor with max. Perks and Prestige III with SaveGameEditor and I still playing with Steam Cloud on, nothing happened since I'm using it lkike 3 months.
You should've do it not so obviously like the prestige times should be legit.

Yes, if your going to hack your account keep it on private with steam cloud off.
