I'm going to send someone money as friends and family but i am scared to get scammed so i thought it would be good idea to send money on my phone (i have other internet there) and later chargeback on pc. Is it good idea and will they investigate anything?

Nope.

Send as goods and services. Better for both parties.

Regarding sending on phone and then charging back on PC, that's fine and it should do the trick

you should only send through friends and family to trusted sellers

As you mentioned that you used your phone with different internet it would show different IP's on your PayPal account which you could use the "unauthorized payment" to get your money back. Best method you can do so far.
