Tommorow, 02.11.2017, Pubg Devs will be surfacing a database for player reports, including a new anti-cheat system-ish, until now, most of us have though of reports as nothing, but now they're bringing justice to people who obstruct the rules of conduct of pubg.

The link you've provided doesn't evidence what you're suggesting in your post. It just says that they collect the data for referencing and that if you want to ensure that a player is investigated you've got to post on the forum with video evidence too.
