Steam Account Rules?

Any rules on the marketplace regarding steam accounts that someone sells, then once they are bought are recovered through steam support?

Pretty sure it constitutes scamming but are their are rules or time limits on that?

I think its okay but don't quote me on that.

Actually, there are some people using that, saying that they "got the account from another guy"
