Hello everyone, I make this post because I found the real solution to this bug, I will explain it step by step.
PD: My game is in Spanish and for this post I use a translator.
Note: for this method you will have to spend money.
I'm going to upload a photo of the error so they can see that I had it.
As you can see I have money in my hand and in the bank.
When he tries to call the insurance to repair my car he tells me that I do not have funds.
In many forums they say that the solution is to put the money from the hand in the bank and keep at $0 the hand to avoid the bug.
Testing the theory:
Well, it worked, but it's annoying to constantly go looking at not having money in your hand.

Note that the money they have in the bank is different from the money that appears in Mazebank.
The solution is to make the money in the bank equal to the money in the mazebank.
In my case I made it by buying many yachts to match the number.
Example:
After a while buying yachts I was able to make the values equal.
Now that the values are the same I will try to ask for the car having money in the hand and in the bank.
As you can see, I no longer see the bug of insufficient funds.
