How long will i learn c++ to make a hacker for csgo(and bypass vac)?

I think you have to understand the language and know how to use it , so 1 year , but if you want just to code some hacks , 3 months < . Its different for person , my friend know how to code c++ in 2 months and he can do/use . See some tutorials in youtube and some classes , and train in sites , you can also read some ebooks about c++.

If you put like 4h per day on learning C++, how game mechanics work and how to use Cheat engine, you could probably be able to start coding your hacks in 1-2 months, would also depend on how fast you are able to understand the concept of C++, after all, C is not the easiest language to learn IMHO. Could take 1 month or 1 year.

I would say that learning C++ only for CS:GO is pointless, unless you are actually are gonna use it for something else, but its your wish.
Even if you are gonna learn C++, go to sololearn.com, I use it too.
