It's a simple appliction for developers of various client-related hacks for RotMG like k-relay and so on, those files are needed to update them after a patch, and that's the easy way to get it fast.

I guess so.

So basically, using for example 59's.swf
Then somehow extract it and then combine it with the updated client, objects, packets and tiles..then you have an updated client.
Am I wrong?
