Yes, it's patched. Survivor's movement is now completely server sided.
PatchedSpeedhack for Killers
It is kinda working but there is something like "limiter" that is blocking speedhack. At this moment useless and not working hack. 
Rip, no longer works.
It continues to work 50%, but it causes a lag. You can run around the map really fast, but when you're being chased by the Killer, the lag keeps you from moving forward and fast.
I think it's the same thing that happened before the patch when repairing generators, purifying totems, etc. If you used the speedhack, the speed was compensated and the action was 99% but not over.
So if you are in pursuit, the Speedhack is no longer useful.

Bumping this old thread, speedhack works again with the killers now.
not working with new bypass?
Why did this get bumped ive tested on kill your friends and I don't get any faster with killer or surviver? let me know if im doing anything wrong
