I got restricted on my account and still am ( about 6 months now ) but I just wiped my pc clean and made a new account, played with a decent curve and that was it. No ip switching for me or hdd number changed or some stuff like that.

I'm laughing my ass off rn. I have no idea but this is hilarious. Try switching IP's and accounts, in case they do poison bans. If it works, then you got your answer, you're IP banned.
If you signed up, logged in osu!, and you get this message "A server-sided error." that means you are IP-Banned, i got IP-Banned twice.

if you can't log in after creating an account with everything changed except ip then you are ipbanned.
