Surface 2 doable from microsoft??

I've seen many refunders advertise Microsoft with insane limits, but when I ask them they say try doing costco, what is the problem with microsoft? Is it hard, if so why do they have these limits on there.

Pretty sure microsoft takes a longer time, and its a trickier method, with lower success than the usual. High risk high reward I guess. Costco is probably faster for the refunder, and has less risk of failing in general. I'd take the refunders advice, they know what they're doing.
