Alright fun fact about 2 years ago I dual booted Linux and windows and basically, I dedicated 40gb for Linux.
I did end up getting rid of the dual boot but the funny thing is my 40gb is kinda just stuck sitting there and I can't do anything with it

backup all your important data and just reformat the thing?
try to do some CMD clean commands on the unallocated space, maybe its bugged
delete the volume and merge it.

Sometimes the windows drive tools are a bit lesbian, get a pirated version of partition magic and try that. Pretty sure it will fix your problem with extending a partition.
