Proftpd Problem with Gcloud

Hi, i have Google Cloud Instance, and i need server for webftp services, some script, for example i add my server to other server, and he make/control ftp... (no matters) Servers from other hosting providers working great, but google cloud have very good security like ssh keys, firewall and etc. i removed ssh keys, turn off firewalls, anyway i add ports to firewall on google console... and ftp working if i connect with winscp but webftp not working, on ftptest, i got:
Error: Server returned unroutable private IP address in PASV reply

For insecure ftp connections, for secured or whatever i got: Error: Server refused FTP over TLS
I tried all, but nothing working, maybe not best forum for questions like that... hahah
