Personal steam account help

So my younger brother bought a few things on his fathers CC. Father disputed the transactions and got him locked from trading on steam.

Any way to remove the lock without repaying? Trying to help the little guy out.

Customer support's the obvious answer, but probably not.

Lol they won’t do anything they will say it’s your steam account your responsibility same if you got hacked and someone got you vac banned or whatever
