no idea. it happened to me and when I called the guy was like well you have a limitation and looking at your account we have to close it as a business decision. mine was closed due to it being logged in from too many different IPs and having unauthorized charge claims being made too much.

only i logged in to the account i never tried with different ip or anything

it could be for a million different reasons, you have to call to find out. thats why that screen says to contact support if you keep seeing it. because only they can fix it for you.

is it a newly made paypal? then yes. for the first few months you shouldn't get more then $100 in a single transaction or you can be limited or until you have 25+ transactions

its still an issue that you have to talk to support about, there is literally nothing you can do with out asking support what the issue is. and it may not be limited in that since its just limited as in you cant send money right now. could be the security system saying the transaction is fraudulent or risky and they wont do it. then you have to call and if they can bypass it for you.
