UPDATE: I managed to hack trumps using this WEBSITE and provide myself with 100 each. Trumps is like offering.
So go to the save editor website and upload your save file there, you can find your save file in (Steam\SteamLibrary\steamapps\common\Soul at Stake\NW\Saved\SaveGames\NwSaveGame) then look for anything with Count_4 they represented the trumps quantity and changed it to the desired number.

you can use steam achievement manager to increase level, its all in chinese but if you have a certain character at a certain level you can set their level. hope this helped <3

i check it With cheat engine and HDX i think chips is server side :/ Let me know if I'm wrong

I tried doing it with cheat engine & HxD Hex editor but couldn't, but you can simply obtain any trumps one time on any gambler and change its value as desired.
There are few thing i'm still sure what they represent like (Level_5_) (School_46_) (CardRoleType_90_) each character has them.
