the non retail ones have google packaging ones aswell

but with those its just the phone

and if its 1lbs then its def a replacement one and not retail

so are these things "refurb" or brand new replacements?

I have a few methods for boxing google and have yet to see anything concurrent that depends on the boxer, from what ive seen it depends on the person getting the label as I have some customers that even after switching up boxing styles they constantly get retail or refurb dependent upon the method used for labels.
Currently what I have observed is the first boxer sent out the package from Mobile, AL and the way he/she packed was rather similar to how you packed in your NPCVend pics. Weighing around 2lbs. That got through successfully because by the time it reached at USPS's center at Greenville SC I received an email on the device replacement.

2nd boxer sent out from Portland, Oregon. Weighing in 1 lbs. Packing method similar akin to a small size Garrett Popcorn bag. Arrived at Grapevine TX after 14 calendar days yet did not receive replacements. Failed

3rd boxer sent out from Portland, Oregon. Weighing in 2 lbs. Packing method similar to your NPCVend pictures. Same as above, arrived at Grapevine TX after 14 calendar days yet did not receive replacements. Failed

Again, 3 boxes from 3 different boxers is a very small sample size to reliably arrive on a concrete conclusion. However just sharing my findings

The weight dosent matter guys. Its the IMEI. Was it verizon, google store? If for example, a 64GB variant is out of stock, it wont ship.

Well, the first successful box had the IMEI of a Verizon Pixel 2 XL 128GB Pure Black Unit.
2nd box was for a Verizon Pixel 2 XL 128GB Black/White (Panda) Unit.
3rd box was for a Google Store Pixel 2 XL 128GB Pure Black Unit.

refurbished phones

only the retail ones are completely new
but with refurbished they are in completely mint condition so you could sell as new aswell
