Anybody offer paypal refunds services?

Hello there, a friend of mine failed a refund as the people just got back to him saying they have CCTV footage of the package being delivered fine, USPS weight check etc. all that blaber, and they refuse to send a refund, now at this point im fine with losing the 360$ but I was wondering if theres a chance to win this through paypal seeing as I used paypal to purchase it, although I have no clue on what the best method there is to use for paypal, it obvs was paid for goods so it wont have to be a unauthorized payment refund, hence why I was wondering if anybody offers paypal refund services on here as im obviously willing to pay then a % of it, even a high one if its doable, if youre good at paypal refunds please hit me up on IM

Well I'm pretty sure they were just bluffing, on their msgs they mainly said "we interviewed our staff bla bla bla" its all chatter, they are one of the most popular clothing brand in UK, theyre not a small individual reseller. Still looking for this btw, Get in touch with me if you can do this or if you can fix failed refunds, willing to pay 25% of refund (90$+).
