well unless they used a vpn for the purchase you should be fine and wait for paypal to look into it
It tells me to respond and my only options are to provide tracking number or give a refund.

Give them one of your current tracking from any company. It’s your best bet to win.

Your best option is to literally say nothing. That is your ONLY chance to get the money back.
Most unauthorized access claims will go in favor of the buyer. As B.S. as it is, that's just how PayPal operates. The only exception I could think of is if the buyer didn't turn on a VPN, which in that case, PayPal will check IP logs and see that they did in fact send the payment from their normal location. Best to wait it out for now. Maybe even jump on the phone with a rep, but I don't know how far you'll get with that... Best of luck man.
Update: lost the case. Told PayPal to check IP logs and I guess they did use a VPN.
