Used a refunder on here and my paypal account,uber account, bank card, and personal phone were all banned from uber
i fixed everything else but im not sure what to do for a payment method. do i really need to open a new bank account? is there some kind of prepaid card i could use for this?

no prepaids..they are accepting venmo now
I think you can open up a new prepaid credit card with your bank. There are plenty of creditcard providers to apply for.
