tl;dr copyright laws. Mandatory filtering of uploaded content by websites to combat piracy. Think YouTube's content ID system forced on all websites. Of course its all going to be automated by shitty and hacked together AI's. Expect a DMCA notice from Konami for the gifs in your signature. Of course you won't get the DMCA personally, but Dave will. Oh and that DMCA notice also comes with a fine regardless if Dave complies and removes it or not. Does it matter that it is your own transformative work? Has that ever matter for YouTube's shitty strike system?

Just because it has "passed" doesn't meant it's being implemented at this very moment, it'll take them another 3~4 years at least to implement it, so, until then, there is no reason whatsoever to worry about, however, the forced DMCA is fucking stupid.
