If I bought a EUNE acc and transferred it on NA because I am from the US. Will Riot be suspicious of it?
Also, what if the seller sends a ticket but he isn't the first owner, will he get my account? I'm really paranoid, sorry.

Transferring accounts to different regions is not suspicious at all, otherwise, why would there be such a function for you to switch region in-game?

Seller could possibly get you fk'ed if the account is a verified one, try buying non-verified accounts and get it verified with your email.

Riot will have no reason to be suspicious if you change region? And could you please re explain the second line please.
