Pretty sure they don't
Just sold 2 iphone Xs and my buyers never texted me back. I'm guessing they didn't have any problem.
they dont blacklist the imei; unless you sign in with the same apple id you bought the phone with (if bought through apple), to my knowledge 
nope, I sold many phones, never had complaint.
