Some real advice? If you have been training for years and made no progress than there's three possible hinderances:
1) diet (most important)
2) training & sleep
3) Hypogonadism

You may think you have your diet in check but a lot of people over estimate their caloric intake. My first suggestion is to find a reliable TDEE calculator, find out how much your maintenance is and then add +200/+500 to it, that is your caloric surplus for gaining mass @dkton can speak more on this than I can). If that number resembles what you eat every day, then great it's not diet. But you should take a look at what you're eating every day and how much to make sure.

edit2: forgot to mention, calories aren't everything but if you're sitting at maintenance then you won't gain weight that's why it's maintenance. Maintaining your weight. You also should be getting between 0.8-1.2g of protein/lb of body weight you have for optimal gains. If you don't have access to better food or can't get enough food, get protein as that can supplement your protein intake and calories. The protein I've been using is 1 serving = 200 calories, 22g(?) of protein. If I didn't get enough protein I'd take 2 scoops, 44g right there. That's like a third of your protein intake at least.

Training and sleep. If you're not getting enough sleep you can't recover and then every day you go into the gym you're giving less and less work effort. This is an easy one to fix: get at least 6 hours of sleep, ideally 8. Training is another thing, training people pick up tricks and what not along the way but the most important thing about training is knowing your body. If you truly are pushing yourself AND your diet is in check then you will see results. But if you're still hanging out in the 3-5 rep range and it's extremely easy for you then how are you achieving hypertrophy? People who have lifted 5+ years know their body and know how it responds to certain exercises, rep ranges and volume. This is all experience. Another point, if you're following a training program (IE 5x5) which tells you how many reps to do and increases/decreases based on the weeks and your current ability then it could be too elementary for you. What I mean by this is, it's not really pushing you at all to make great size. There's way better resources on the internet that you can find that may fit you, but for reference I stick in the 8-12 rep range for my hypertrophy excercises, if I can do a certain weight within that rep range and it has become easy then you need to INCREASE THE WEIGHT. This is called PROGRESSIVE OVERLOAD. If you are stagnant and sit at the same weight then your muscles aren't growing anytime soon.

Lastly, hypogonadism. Only way to determine if this is a factor influencing your lack of gains you need to get your testosterone/bloods checked. If you are in the extremely low range of testosterone, depending on your country and everything, you could possibly get prescribed TRT which would mean you administer exogenous testosterone to replace your current one. You'd have more testosterone and be able to make much more gains. Hell, ANY exogeneous testosterone (cruise dose and above) > natural training.

Thanks for the advice, this is surely going to help me.
Basically what @Psychotic said is correct, what i can tell you is that ive been training for 15 years and i started to grow when i fucking trained with big weights, weigths that will make you go to failure before 10 reps, if you train like 90% the people that just take the 15kg dumbell and do 12 reps without suffering you WONT grow.
Also to obviously grow properly you need to apply what psychotic said, proper surplus of calories and good protein intake.

About the roids, dont listen to anyone who does not have any research on them because they will tell you that you dick is never gonna go hard again (totally the opposite in fact XD), it will decrease in size or they will kill you, bullshit from people that only heard this shit on tv or from other ignorants.
The only problem that i see to the roids is that they develop adiction not like cocaine but more like mentally because you are bigger fuller stronger and due to dopamine increase you feel happier, so that makes you want more after one, you can do a testosterone once and it wont kill you, you prolly will add 8 to 12 pounds at the end of this but you will want more, thats a fact, and when you want more, you add compounds, adding side effects that wont kill you, but they are uncomfortable... doing roids all over one cycle after another causes plaque build up in your arteries (cholesterol). THATS WHATS DANGEROUS... obviously it causes problems if you dont use them properly, (loss of libido, gynecomastia etc..).

at the end what i recommend you is that unless u are over 25, i wont even think to start using, fix your training your diet (hire a nutritionist, it helps a lot) and when you there you can think on roids, im gonna totally use growth hormone or testosterone in low doses when im older (40 years old~) because my endogenous test will drop naturally and i honestly want to keep gains!! xD cheers

If im not mistaken creatine doesnt really have negetives.
Dont do that. What will u achieve?? Just bigger muscules until u stop lifting for a month. Then u will gain mass soo fast and lose much of your musclule form. Ur bices gonna grow but it will be full of water xD
Having seen many adverse events of steroids, I'd say absolutely not.
If you don't see gains, consider revising your meal plan first, maybe switch workouts as well to try different reps/weight ratio
