Yes, always, but if you change your serials, you can be free again. Also i have a new hack in mind changing Serial MOBO.

I found that by changing the UUID of the MOBO, (once Steam is installed with the purchased game), you can get another free copy of the game, for a hole in Steam.

It happens that Steam thinks you have the game bought on the same computer in the same account, but the UUID does not match, but the PC and the account do match. Then you can create a new Steam account and you will still have the same game. In fact this affects the ID player generated by DbD when opening the game for the first time. I can assure you that changing the UUID of the MOBO you change the ID player of DbD for a new one. I'm testing this and in the future it can be a way to get the game for free (just buy it once).

That's because Steam detects that you have another account with the game installed and it's not account bound so it's shareable since you have the game library. Happens with a few games..
