IP Banning

Does anyon know how to write a file to my webpage of IP's so:

1. I know whos using it
2. i can ban ips

its considered a V-V-V-VIRUS, for outgoing connections :O pawned, make the hack check with a server so then the ip becomes logged with the server and then make a close command or something so if the IP is blacklisted the server will send a command back telling the hack to close
