I got C++ and Vb 2008
Now all I need is to start coding. I got some addys and that's all I have. Could you guys help me. I wanna start making public hacks. Could you guys help me? Like for example give me some links or things like that? Thank you so much if you can. I'm looking forward for your replys!

You need to learn how to code first.

Go to c++ and vb section man. Or use google to find good tuts OR, you could buy a book.

Big books not C++ for Dummies.

You can't just download the software and instantly start making hacks. Learn the coding language first and work up to coding hacks.
