If you are banned no, but if you aren't banned, you can use it, you'll have less possibility of being banned

so for clarification sake because I'm so tired, if they have my HWID on the banlist, I cannot use this to bypass it. Correct?

Yeah, my program is only an anti-ban, but you must use it only when you aren't banned

Is it bad report and does not send them straight to developers?

If you want, you can use also an HWID bypass, my bypass block all the info. You have to use my program every time you reinstall the game, when you click on "Verify integrity of game files", and when you update the game

What can I use with this Bypass only? since I only hack with this program I can not use
