Help finding a windows feature

I saw a few errors about a scroll bar being on the desktop. I saw this was an error but could be useful for my super cluttered desktop so if any of y'all knew like a setting to change or a program to enable it could you drop it down below?

Look for the Desktop Icon Settings and manual Scaling. After you switch to manual scaling, it should work (it should disable the scroll bar), or doind the reverse, it should ensble the scroll.
