I have been trying to send Private messages but i always get this error, with and without VPN on:

Apparently the other user receive it but i have no idea whether or not they get them or not. Also, when i clicked the copy to sent inbox, nothing appears even when they receive it.

Not an account issue. The site has issues from time to time, due to a plethora of sources, as such this occurs sometimes. Best you can do is wait it out and attempt to send again later on.
