How does the rank system work?

I was new member, and then I've been Newbie. I thought this changes depending on how old I am in the forum.

Then I saw a member which has been here for 4 years(starting from 2015). And he is still a newbie or new member I dont remember right now but I dont think there is a big difference between them. So how can I get rid of being newbie?
