RtlAdjustPrivilege (SE_DEBUG_PRIVILEGE) without admin rights

Hello! Is it possible to use RtlAdjustPrivilege (SE_DEBUG_PRIVILEGE) without admin rights?
If I'm using it this way (without admin rights), it returns error "0xC0000061".

Code:

     ERROR_PRIVILEGE_NOT_HELD,               /* c0000061 (STATUS_PRIVILEGE_NOT_HELD) */

I've already read the description of this error (0xC0000061).
But I don't understand it.

And I mean:
if I'm running my program with admin rights, then there is no such error;
if I'm running it without admin rights, then it (error) appears;

I need to know either the solution for this problem, or just to see an answer "It's unsolvable.".

Run as admin works? Then just enforce running as admin, give a message/shutdown when they run normally.

Yes, works. But in some cases (PCs) I don't have enough rights to run programs as admin.
Anyway, I don't need it anymore.
