the material "hack"/not actually a hack more of a exploit

sorry for the youtube link on the get go but im struggling to figure out how this is accomplished, it seems it has yet to be documented on any cheat/exploit/hack site and i figured id ask the wizards here is they would perhaps help me out and others by teaching us this!

This done by configuration of Nvidia Graphics cfg file. It can be done via Nvidia Inspector. Havent done this yet but I read about this way.
