What program is used to open server and Wserver?

What program is used to open server and Wserver?
i accidentally messed up with the default program that is used to open Server and wserver now it wont function properly anyone could tell me what program that is used to open server and wserver or tell me how to fix?

Edit: i tried reinstalling and it didnt work also I tried making the program .exe and it shows up an error that my computer isn't 64 bit while it is?

It should already be an .exe file? It opens with cmd I'm pretty sure
