Can we still use achievement manager for de-rank and ranking without getting banned?

No, it was patched ages ago, and the new method with Fiddler is outdated too.
Currently there is no public way to edit rank.

Actually there is but I strongly recommend against it, lot of people reporting bans lately. Also now they want you to download a fishy exe which has been giving me BSOD lately. Tread lightly and use a sandbox if you do go that route... wish I did

Just do afk matches while eating/watching streams or whatever. And press "leave button" every 5th match to derank faster and avoid a ban for to much DCing. With you can also gain XP so you win twice

SAM has long been patched for de-ranking.

Personally i would advise you to try it on alternate account + spare laptop.

just play badly..and afk in some of the matches

I haven't seen anyone get punished for afking or even leaving matches. I heard that you get a temporary ban if you leave too many matches in a row but from my experience you don't get punished at all. Don't take my word on this.
