So Save File's have nothing to do with Steam.
When Dead by Daylight loads, it checks Steam to see what DLC you have unlocked, and it unlocks the DLC.
If on that Save File the person has all their Killers Level 50, you'll see the changes take effect the next time you load into DBD, but the killers will still be locked.
ps. I would totally refrain from injecting someone else's save file. Best thing to do is just do it manually.
