[Help] making another account?

I'm willing to reinstall Windows but I'm not willing to use a VPN. I tried changing HWID and reinstalling windows but it didn't work. My public IP is dynamic (it changes when I restart the router).

I also once made an account on another computer in another city and when I logged into my main computer it was restricted. I have no idea what's being detected.

This is happening beacuse your main PC is banned from osu, second have multiaccounts in osu is restricted...
