These characters are used in Arabic language, we usually put them above or below letters when needed, to make the difference between past, present and future. It also makes letters sound different.
Thing is we never stack these characters above or below each other, so I guess that's why iPhone can't handle it.

I'm not quite sure on this symbol but if it's anything like the one that we had a year ago then the phone will shut down and boot loop if the person has notifications enabled. Kinda shitty and the only way out is to restore to default/backup.
