Perk Stacking

Hey, does anybody know why sometimes perks stack successfully on survivors but don't other times? I like to stack Urban Evasion, but it probably only works about 60% of the time, and I can't figure out why.

How do you even stack perks now, there are no bypasses

i can't help you if I can't test it myself, even tho i already played with stacked perks (i can give you proofs if you want)

Same problem, it doesn't work quite often. I don't know why

How are you even doing it? U have a private bypass? Anyways, When I tried it (I played 5 matches, 3 as a survivor and 2 as killer) it always worked for me no problem.
If you can tell me what you are using rn to get it to work I might be able to help you.
