Reason:
Downloaders can allow the user to modify the program and force viruses.
Only the downloader was uploaded as if to bypass the need for a Virus scan on the initial program.
The OP found it necessary to edit his post 9 times with different information which I am currently sifting through.
and a few other of NextGens Decent reasonings, I will investigate the issue further, in the meantime.

Only the downloader was uploaded as if to bypass the need for a Virus scan on the initial program.
