Although not conclusively confirmed, it appears that Valve merely takes commands given in WM and Comp matches seriously. (for boosting the TF)
You should also note that such penalties are results of Steam reports for abusive behaviour, not in-game reports.
I can't say for sure, but I believe it will be lifted if you play normally long enough to get your trust back. and you can speak.
