Account cannot upload files. Requesting upload access

Dear administrators and moderators,
my account is not able to upload any files which led to a thread deletion. Simply because there was no file attached.

I would kindly ask to either grant me upload access or direct me to the correct explanation if the upload access is limited behind a barrier of for example posts or something else. I have not found any of these restrictions here.
