Is it possible to get rid of it, it just makes me lag like hell.

Well, I will give you more information about ,,reduced foliage''. Only the branches of the trees, grass, flying papers I don't think are removed, neither the the ground snow.
EDIT: They are not removed, by using reduced foliage I noticed a small decrease of lagg, so taking it, it's still recommanded.

he meant the papers flying around, and the snow falling down, which all is removed in 1.6
