Is deleting achievement from steam still bannable?

I'm just interested in DELETING achievements, not adding any. I previously saw that it was a permaban but I'm looking at their official bannable reasons and achievement hacking is not listed anymore like a previously saw, it just says using a third party to edit the save file's progress. I wouldn't even be using a third party program anyways, just steam's console commands. Thanks.

It's safe, I'd recommend using steam achievement manager.
