GetSystemTime gets time in UTC, GetLocalTime gets time in your time zone. They both wont be right if the time is off, but the second one is more useful

I thought GST gets the time that your computer is set to which is why it is called GetSystemTime...

EDIT : That explains why I had to subtract 4 from the time! Ohh...
