I don't see why Doc needs ban powers as mod since the GFX section is peaceful and basically nothing to ban anyone for. / besides MTH's problem on the LAOTW.
But when it's needed, he should have it, just in case

It's no so much the GFX section, although some of the credit scammers post there, and some unsightly members often post spam or flame needlessly (in which I try to delete ASAP anyways), but it's more the PM's and requests on msn and such to get me to ban people. Albeit not that many but enough to justify authority.
