Help with Testing Patch on PC

I have tried the new sticky, and hoping I would be able to get my Jtag patch to load, before using it on Xbox360. Anyways, I follow the commands and every step exactly and this is what I get:

fs_game is write protected.

How do I prevent this so I can test my patch?

Have u asked the ppl on the Xbox360 section?

Are you using steam version or alterIWNET?

I am wondering if it's because I have windows xp?

i am using Neekokeen's guide at the top (stickied) for alterIWNET. I followed everything, but it's not working.
