First download WinRAR (Google helps..).
Now download the file.
It will open with WinRAR.
Select all the files in the archive and click on the Extract to.. button (top bar)
Choose a place to extract the files to. (Example Desktop).

Now you can use these files.
Remember that you need an injector (use the search button) to inject the .dll files into the process (iw3mp.exe - CoD4 MP - in this situation)
