Problem with VIP CA

I want to buy vip for combat arms.
If i click on vip today on the hompage.
I got linked to this site Full Throttle Gamersⓘ
Made account and want to buy it.
Selected paypal and on the paypall site i get this error:
This recipient is currently unable to receive money.

I think thats because VIP hasn't been updated yet so it doesn't work right now.
