Google SAPI 5.1 (or 5.3) It is a full suite by Microsoft which comes with numerous samples you can build off to make killer speech applications.

so u want speech recognition... kinda hard if you dont have vista or 7 (cause those oses have them built in...)

@ OS - I developed a Faux AI in vb6 on Windows 98SE using SaPi
The SDK installs all required files (and such)

Google.

A lot of SDKs can be found on msdn and same goes for APIs. Just google it and download it, then add it to your project.
